Because national and international releases went to an affluent all-white audience, and there were no alternatives to Hollywood.

If I look up Korean dramas there are no names I recognise. There was only one that "everyone" watched for the first two episodes and I don't remember its name. The fictional gameshow where people died for money.

If you're into anime you're an outcast from your society and identify with the Japanese race (2D) more than your own despite having never met a Japanese person nor lived in their culture. It's genuinely disturbing to contemplate and makes it worrying when related to other desires people have that seem only related to media consumption and presenteeism (e.g. pride).

African-Americans and Africans aren't the same people culturally, even racially.
Africa is financially poor.
Black people in America still don't have the majority of America's disposable income and prefer other outlets.
Depicted blacks aren't culturally the same as the black audience, aka "coconut". A similar conundrum is making a movie about gay whites and wondering why it's not universally popular among whites, see image related, white women know what they want, and it definitely wasn't some gay Rwandan, and there weren't enough gay Rwandans watching to prop up viewership.
