We know from interviews that Dream Mirror was based off of the American Silent Hill movies which almost certainly means it was conceived of by the TCG designers. It's more than likely that with TCG designers bringing up OCG card design like prototype Strikers that they put a tighter leash on TCG designers and get more of a final say which is why so many of the VRAINS-era and beyond TCG exclusives read like overbalanced garbage with inexplicably baffling non-synergies that would only ever make sense if someone was actively being spiteful
