The idea is that Shinra or his descendants eventually traveled to the world of FFVII and colonized it. The devs kinda sorta acknowledged it a few times and put a photo in the VII remake of the original founders of Shinra Power Inc, where the main character wears a mask very similar to that of the character in X-2. Might not be the same person, maybe a descendent.
