Eggman views Tails as squandering his potential by hanging around Sonic. Nine shows how Tails would have turned out of Sonic wasn't there to influence him. In the end, though, Nine was just a confused kid. He still squandered his potential because he was an angry boy with little sense of purpose or direction.
We need a version of Tails where Eggman recognized Tails' brilliance really early on and convinced him to join the Eggman Empire as his protege.
I find it interesting that Sonic Chronicles is the closest we come to that. Tails actually wants to give Eggman a chance and they almost become buddy-buddy. Sonic can actually lose a little bit of Tails' trust if you're reluctant. As opposed to Lost World, where Sonic is the more trusting one (like IDW!). Can argue that Chronicles Eggman was out of commission for a while and there's another threat so circumstances are different, but still.
