Ehhhh, yes and no. The basic concept of Popeye, a rough n’ tumble sailor man who mumbles and has forearms the size of his head, is public domain HOWEVER there’s still some elements like him getting super strong from eating spinach (he didn’t do that until 1931, two years after his debut) that are still under copyright… but that’s probably not the reason for the copyright notice. That’s most likely there because Mutts is ALSO distributed by King‘s Features Syndicate
