i neved touched an apple product in my life lel. i dont have an foundation aside from feeling superior to people who give apple money, but thats what you get for using an ipad! >:)
seriously though, i imagine all "proper" tablets will be less suited for digital drawing because they are underpowered compared to a desktop computer... on the other hand, they *should* have less lag than a desktop+drawingtablet because everything in them is integrated more completely...
it does make sense to use a portable tablet like that though, i often wish i could hold my drawing display like a sketchbook, on my lap. it makes a huge difference being able to angle the drawing surface with my left hand to assist my right hand in making a brush stroke

BUT, have you considered getting a used one? i was using a "xp-pen deco 01" up until very recently... they are $80 new and around $50 used. i would say it is the best drawing tablet out there, not just for its price but overall! i think bigger tablets would be less comfortable to draw on, and these chinese knock-offs are as good as wacom at a fraction of the cost. and just recently i got extremely lucky and bought a drawing *display* (xp-pen artist 13), used, for the same price i bought my deco01 previously...
you should consider checking online for a good deal like once per week. sooner or later you will find something well outside your price range for a criminally low price :D
