But yes, you are right and Usagi always looks up to Rei, she said as much that she isn't strong and determined like her but she tries her best... the friendships of Sailor Mars and Moon is one of the good points of the anime and throughout all the seasons it's Rei the person whom Usagi goes to for important advice.
