Everybody seems to be a bit confused what timefall is, or maybe they are just not explaining it well.

Timefall isn't rain, it is a paranormal (supernatural) form of precipitation and most often appears around BT infestations. It takes on the form of regular water or snow once it has fallen to the ground. And yes, it ages/degrades anything it touches, including Earth itself. Actual rain might also exist in this universe, but we don't know that for sure.
