I've experienced the exact same thing, anon (well, in some way, assuming you mean that you can really only do input well but not output), I've been spending years and years doing vocab cards on Anki without really FORCING myself to actually do things in Japanese all that much. What made that change was recently starting to watch a lot of anime with Japanese subs or no subs at all and using sentence cards (and it actually feels like everything is sticking), just after a long period without studying. I feel like I doubled or tripled my Japanese level within a month and goals like being fluent or reading just as fast as my native language aren't so far away now.

How many different anime/manga/VNs have you consumed, exclusively in Japanese, so far? Maybe this might be the thing you need.
I see a lot of other anons talking a lot about how their Anki is X or Y, but lately I don't see any anons asking actual questions about a certain structure they've seen during immersion...
