The Devil Arms share the same types of moves (a Stinger equivalent, a High Time equivalent, a pair of ground combos) with the big outliers being Cerberus and Nevan which lack regular specials and normal combos respectively. It's mainly the aerial moves that add real variety to the DAs. Even Swordmaster mostly reuses the same types of moves with some exceptions like Real Impact, Ice Age and Dance Macabre.

You choose the weapons depending on whether you want crowd control or you'll fight an enemy weak to their damage type.

Something similar happens with the guns. Gunslinger just adds crowd control and maybe one extra strong attack or Crazy Combo. E&I and Shotgun work the same as in DMC1 and KA and Spiral are just two variants of the same heavy weapon idea. Only Artemis is really out there, and just like Nightmare-B it sucks.

Yes, the game gives you options you don't have to use; any game of this type is going to do this. Even DMC1 does this since Kick 13/Magma Drive and Stinger/High Time fulfill the same roles. But it's not like there's options just to be there, the stuff in DMC3 works perfectly in its context (with some exceptions).
