Cold's main damage still comes from physical scaling, so you want to pick str, dex, or quality to level evenly with int and then also pick weapons that have agreeable scaling by default. With Sacred Blade and some holy pots, you can go to Caelid and kill the Deathbird for Death's Poker sooner than you can find any cold ashes. It's even less of an int weapon than actual cold infusions are, so don't worry about leveling int much in the early game. When you get to Liurnia, stick to the eastern side and kill the Night Cavalry for Ice Spear. The Lucerne is also found along the way, it's a very good weapon to put that ash on. Otherwise you can run whatever spells you like, my early game favorites are Carian Slicer, Night Maiden's Mist, and Glintstone Stars. Lategame options are pretty obvious, you've got Dark Moon Greatsword, Helphen's Steeple, Royal Greatsword, plus all the other unique weapons with int requirements, even if they aren't strictly cold-inflicting you can still use them effectively and apply cold with spells instead. I haven't tried it myself, but I'm thinking it could also be good to put a little bit of investment into faith so you could use Gelmir sorceries to trap enemies in frostbite reset hell.
