By 1992 the scratchy pencil lines have completely disappeared once upper level animation techniques (previously restricted to feature films and short OVAs) started to trickle down as the technology became easier to use, less expensive, and more widely available.

IDK how much human skill or effort it went into making that 90s filter, all i know is that it works and the product is much better for it because its accurate to the period and show.
