No matter what agreement that FCAS partners come to its is not going to change the fact that France and Germany want fundamentally different systems. The Germans want a large very high endurance air dominance fighter and the French basically want a domestic F-35C.
This project will end one of 2 ways:
1) Germany will stall everything for years and years complaining and trying to get its way until France has no choice but to go it alone.
2) An agreement will be reached and the consortium will spend 10 years developing the system only to produce a fighter Germany will hate and not buy. The Bundestag will throw a fit and the Germans will bail on the project but not before they stop paying years before putting tremendous strain on the French purse.
This project is a suicide pact.
