Kodaka had idea he thought was cool and was autistic enough to follow it through despite the fact it wasn that good of an idea (also that ambition failed since he wanted every ending to be meaningful and we know how that turned out)
also Uchikoshi was in charge of plainning and managing the chart and he clearly didnt care for that cast
