You can't have students in the NSK without being an elder, and you receive a salary. You can't leave and rejoin, or defer your becoming an elder, so it's imperative that any rikishi who wants to be an elder has a license to do so by the time he retires.
There are not nearly enough licenses to support all of the people who would want one, and this problem has recently become worse with the sanyo system: instead of mandatory retirement at 65, existing oyakata can stay on until 70 in an advisory role (which still requires a coaching license). If you had a slot lined up for when an oyakata aged out in 1 year, then lol get fucked, because he's staying on for 6 more years now. You'll have to either leave the NSK forever, or pay someone hundreds of thousands of dollars to voluntarily retire in time for you to take their license. Don't have that kind of money? You'd better have a solid post-sumo career prepared, because you have no practical job prospects.
