From a Dragon Ball standpoint it makes sense and is in character for Goku. Think about Mastered Super Saiyan. That was entirely about using your full power as if it was a base form. Toei filler actually has something similar and they keep toying with the concept (even Daima had a reference to it where Goku was half transformed in that one fight)
Super Saiyan is cool so I think Toriyama had the right idea of keeping SS1 while discarding 2 and 3.
Base > SS1 > SSG > SSB > MUI/UI Omen

EoZ Goku is being set up to:
Have Super Saiyan God in base. Have Ultra Instinct in Base. Only transform into Super Saiyan 1.
