Why on earth would you want to get a tattoo during a zombie apocalypse? Fresh tattoos can get infected real easy, even with our current government health & hygiene laws. Besides regular infectious diseases zombie plague could easily infect that tat, especially if it is on an exposed area like your forearm. Do you REALLY want to get tatted up with moldy ink & dirty needles that someone got from an derelict tattoo parlor?
