The plan supposedly is to eventually make a pad out of regolith "space concrete", but they have to get the robots and processing facilities there to do it first. Personally I seriously hope the first trip is unmanned. Especially seeing's as the want to send a hole and a chimp first this time because white men are obsolete apparently according to the holes and jeets that run NASA now.
