it's a shame since his ideals and attitude are suitable for a leader. if he had more confidence and a willingness to lead rather than resigning himself to conflict he'd have had a better legacy.
similar thing to amuro, dude decided to stay out of it until Char inspired him to pilot again, but then he proceeded to stay on Earth instead of leading. even in ZZ he's chosen to fight in space (despite the Nahel Argama basically going toe to toe with the majority of Haman's forces and the Federation doing fuckall).
truthfully if both had accepted the burden of leadership fully, they'd have been able to reform more and get more done. but in their traumas and disillusionment with the world they chose to either lash out or bury themselves in their work.

IMO it was a mix of that and a genuine attempt to put the past baggage of Char behind him. without the legacy of being the Red Comet or the son of Deikun, he freed himself to be more open and in a way "true". he lost something of that when he gave up the name at Dakar, and it's probably why he's happy to let Kamille call him Lt. Quattro still: to Kamille, he isn't the Zeonic Ace Char or the son of Deikun, he's just Lt Quattro and a pseudo father figure.
that and it'd be a bad idea for the AEUG to tie themselves to Char Aznable directly before Dakar, since it'd let the Titans spin them as Zeonic Remnants or some shit.
at Dakar, he was able to clarify his identity as Char and as Casval, and immediately clear the air as to what the AEUGs goals were to the entire assembly as well as a majority of humanity.
