Having given it a bit more thought I've come to the conclusion that the most half-assed solution is also probably the best: throw up some elevated prefa pedestrian walkways that can be erected in a few hours with some prep ahead of time and call it a day. Best case scenario I see is building some form of motorcycle and under bridge as well, but I think to accommodate full on automobiles you'd probably have to shut down the rail for too long
