That's LITERALLY body control. The seals contain massive amounts of magical energy, which flow through the servant and move their bodies against their will, causing pain if they resist. We often see them (at least some of the stronger of them, like Gilgamesh or Saber) actively resisting their orders.
Conversely, we never see any kind of mental manipulation from command seals. Even Rin's order to Archer "Obey all of my commands" (or something like that) merely slightly drops his attributes when he disobeys her (which he does often), and they both agreed it was a stupid command. I'm pretty sure (at least in the main game, can't speak to the 1001 spinoffs) we never see command seals cause any kind of cognitive changes.
