Even in old DB goku could be surprise attacked, granted iirc this was anime filler, so it could be argued this never happened in the manga, however I have to remind you that Yajirobe with a normal sword cut off Great Ape Vegeta's tail. Ki control has been very crucial to DB since early DBZ. Oddly enough though early DB as in pre Z Goku was impervious to bullets
