that can be fixed for sure, but it's not worth it. I think a new chain would be the same cost as that bike, it's an actual piece of garbage. go check fb marketplace for road or hybrid bikes from brands like specialized, trek, giant, bianchi, kuwahara, etc. get something <10 years old and you should totally be able to find something less than $150, if you can't save up that amount then i'll assume you are homeless, if you are homeless then go steal a bike, but if you truly cannot, wash the chain and gears thoroughly and reapply bike chain oil to them, and see if there is a twisty thing like on this picture and twist it all the way in then slowly twist it out until shifting works better
