The actual damage mitigation part is never gonna be that important, but the super armor shields give you could be very good on future characters. I remember old Ellen constantly getting fucked over by enemies interrupting you/having to dodge out of combos or charged scissors. If you make characters that need to execute long combo chains/big attacks with long animations that enemies can interrupt, shields become good.
