Why would you pick Richard Russell of all people to be the conservative arch segregationist? He was pretty much the most left wing, liberal, establishment-cooperative of all the southern democrats. He was a key ally of Roosevelt against the Conservative Coalition. He was a segregationist, sure, he campaigned in favour of segregation, but he was hardly a leader of that movement. His support for segregation wasn't his defining political position like with say Thurmond or Byrd (Virginia, not WV).
