When people talk about "the speed of light" they mean "c," the "speed of light" in a vacuum, the speed that any massless particle or field effect travels at through empty space. This is the fastest possible speed that anything can happen at.
Light can only be slowed down, there's no possible interaction that can make it move faster. If you want to speed something up you need something that's already moving faster than it.
