It's either this or putting lipstick on a pig with fender flares. The body panel is rusting from the inside out. No amount of surface treatment is going to stop it. You either replace the entire panel or if that is cost prohibitive you dig at the rust and cover it in inhibitor then cover the whole mess in fender flares painted to match the body and run it like that until it completely rots out. You can get matching paint from the paint code on the door sill tag. Get higher offset wheels to to make then flush with the new flares.

The forester I got the pacifica blue pearl paint on ebay along with the clear. The clear did fail so I'll have to redo that at some point. The F150 was done in raptor liner because I didn't want to have to paint and clear such a large area and I was spooked by the rattle can clear failure on the subaru.
