I watched about half of this video and it's mostly a bunch of hogwash.
First off, wireshark captures the packets from a network interface, what's to say this isn't just your basic bitch telemetry that MS is infamous for?
Second, why doesn't he show the start of the capture, but only the "aftermath"?
Third, you can see in real time the amount of captured packets going up, he never shows them either. Once again supports my claim that it's either just your usual invasive telemetry from MS that's nothing to do with you launching a game, or even worse he's running some shit off-screen to farm retards for content.

tl;dr the video is way too vague to prove OP's claim.
