it's peak ubislop but Watch Dogs Legion has a great London
fits into that category of games I sometimes play just to hang out for a bit sometimes
it's made from toybox pieces and the level design in the actual places/bases themselves is the weakest in the series, but you walk down a street in WDL, particularly some of the more rundown places, and you're like "wow, this is London-y innit"

I always wanted like a fully HD version of GTA London but until we get that, this is what I turn to
