Opera O serves a similar role as Hayahide did to Teio.
They are mainly just talked up as being a very strong opponent who is going to be hard to beat but they aren't directly antagonistic to the main character.
In fact the theme of the movie isn't necessarily beating your opponents but overcoming yourself. Opera O's speech highlights this as she talks up her opponents, as them powering up will drive herself to improve even further.
Jungle Pocket's goal isn't necessarily to beat Opera O or even Tachyon anymore, but to win the race regardless of who she is racing.
It's a very common theme throughout the anime media - Special Week losing to Grass because her thoughts were centered on Suzuka's well-being instead, or when McQueen's grandmother reminded her that her greatest opponent is herself instead of Teio.
Jungle Pocket was finally able to triumph over her inner demons after accepting that even though she is scared of the what-ifs she'll continue running towards her goal with all the gusto she has with no regrets, in stark contrast to Tachyon who feared the consequences of going beyond her limits and retiring after when she thought she would shine brightest.

TL;DR: Uma has always leaned heavily into the self-introspection nature of competition and it's why the characters conflicts and victories feel so much closer to us than the average sports animu.
