Of course, this formula works like a charm:

Place name + المجلس المحلي (Local council)
Place name + مجلس المدينة (City/town council, city and town are the same word, which helps)
Place name + بلدية (Municipality)
Place name + Meclis (Turkish, works for TFSA/SNA held areas)
Place name + Şaredariyê (Kurdish, works for SDF held areas)
