The only plot relevant members of the Phantom Thieves are Futaba and Makoto (less so). Cutting both of them is ridiculous. Think about it, the overarching plot about Shido, the shutdowns and everything going on. Who's connected to that? Who has any stake in that at all?
Anne? No. Yusuke? No. Ryuji? No. Makoto? Yes, halfway at least. Futaba? Yes.
That's a perfect example of what made P4 so good, the framing device in P4 was far, far stronger and it meant that every one of the main cast was personally affected and had real investment in what was going on.
