Surprisingly difficult to make. Even Nintendo fucks it up most of the time. They also tend to need quite a few people working on them. Your average indie dev can make a 2D Zeldalike, Metroidvania, or whatever. But doing a 3D Zelda isn't easy, you need a proper studio. Finally, there's just not that much money in it. Why pursue a OoTlike when you could just shit out another open world or survivalcrafting slop and potential sells 10s of million.
