Yeah, the more I look into Tartarus, the more evidence I find that the Atlus C-team devs planned on doing more with it than they were able to. Some of the Tartarus floor stuff seems barely utilized. The types of floor chunks that make up random floor layouts can each have an unlimited amount of different variations. In all of the Tartarus blocks combined, this is used exactly once to make one random variation of Thebel's Straight parts.
