The shows artstyle embraces being inconsistent, flat-like, and cheap looking cause that’s the way the Japanese view western cartoons, tons of anime series are more realistically proportioned and on-model so that’s basically the Japanese standard for animation. Also helping is the fact that the show was released around the time when most western cartoons used that thickline UPA-inspired artstyle, it’s particularly The PowerPuff Girls that stylistically influenced it the most.
The writing helps too, influenced by shows like South Park and Drawn Together, the shows riddled with vulgar humor and raunchiness cause adult animation in Japan could tend to be more "mature" in most cases, they’re aware that most adult animated western cartoons on the other hand embrace being as adult as possible by being riddled with swearing, violence, and sex jokes.
