The shows artstyle embraces being inconsistent, flat-like, and cheap looking cause that’s the way the Japanese view western cartoons, tons of anime series are more realistically proportioned and on-model so that’s basically the Japanese standard for animation. Also helping is the fact that the show was released around the time when most western cartoons used that thickline UPA-inspired artstyle, it’s particularly The PowerPuff Girls that stylistically influenced it the most.

The writing helps too, influenced by shows like South Park and Drawn Together, the shows riddled with vulgar humor and raunchiness cause adult animation in Japan could tend to be more "mature" in most cases, they’re aware that most adult animated western cartoons on the other hand embrace being as adult as possible by being riddled with swearing, violence, and sex jokes. Theres also tons of pop culture references since that’s a standard form of comedy in western adult animation, though it seems like the show isn’t really that aware of how to replicate the satirical element of them so that part just boils down to more pop culture references.

The fact that the show is apparently hated in Japan but loved in America is funny to me. Like you don’t see the Japanese liking anime-inspired western cartoons like Avatar or The Boondocks, the only western cartoons they care about are ones that actually look western.

Panty & Stocking is Japans attempt at making a western cartoon but it still has a pretty Eastern look to it, similar to how anime-inspired western shows look a little off cause they contain western stylistic quirks.

There are small details that show how out of their way they went to try and be western, like how when the characters talk they use a different mouth pose everytime as opposed to having the characters just simply open their mouths like most anime series do.

The reality is that the Japanese love western cartoons, almost every anime series took influence from western cartoons one way or the other, One Piece for example has tons of slapstick and cartoony faces. Many anime has its roots in Disney influence.

Western animation influence was more prominent in older anime like Gyatoruzu, but it’s influence still lingers in many anime series to this day.

Amazon picked the show's streaming rights internationally, and they often don't care about bridging the prior dub cast of any show they now finance, preferring to use their own close-tied studios instead.

P&S seems mostly to reference older western stuff, usually made back when western culture was less, for lack of a better term, lame and gay.
I think that's the case with most Asian references, lots of references to stuff like Terminator, Leon the Professional, Shawshank Redemption, there's even an anime this season with a fucking Columbo reference in it. Stuff made back when the west had more of an actual identity and was less obsessed with trying to represent "the global audience" as if other countries need to be represented by the west and don't have their own media that they can already watch if they want to see their own culture.
