We used to have council houses in the UK, but then thatcher said people had a right to buy but they were never replaced. Sometimes merchants get to big for their boots and take over everything, this is inevitable as big money buys lots of stuff and suffocates the little man. Big money eventually buys people in government, pushing polices that are harmful for the average man.

There needs to be social housing, just to keep the landlords in check.
