what do you mean "how," I just dyed the chest piece abyssal blue.
the other pieces I have are dyed currant purple and gloom purple, it's a rather purple-tinged blue. I think you could use general purpose pastel blue somehow too to reflect the little spots on the hat. it is a bit of an ugly hat though, I just like the wide brim.
