Psycasts aren't strictly tied to the empire anymore either thanks to the anima tree and occasional psyformers from quests and such.

Mech clusters are also specifically added by royalty and at this point I honestly don't think the game would be the same without them. They provide an offensive challenge that forces you out of your base but not off the map, something the game could use more of.
