Honestly, replaying all the games, the Westwood C&C games have good dialogue and either bad or great deliveries. Their big problem is they have no story. Nothing really sets anything up until maybe the last two missions setting up the finale, it's just a bunch of random objectives. Having no plot really hurts your memorability.
It's why Firestorm and C&C3 might be my favourite ones in writing, because they both have plots that tie each mission to each other from start to finish.
