Theres just enough people to do things like the weekly crucible node, heroic siva strikes, some of the world events like archons forge, etc but many playlists and such are dead. If you play the old strike playlists or a crucible mode that isnt the weekly one youre not gonna find anybody. There are still people that raid as well but you need to use some type of lfg system to get people or the classic way of just messaging randoms. Haven't played prison of elders any to confirm how alive it is so idk about that one.
It also depends on the time and maybe day as well. Sometimes youre not gonna find anyone even in the more alive areas of the game but then other days there will be plenty of people
