I'd say so
At the very least I think it does more interesting stuff with what was supposed to be the main conceit of the series, "what if the collective unconscious was real", the pace is much faster and more structured and the smaller cast really shines in places, though it does depend on actually talking to them all at every location (and there are a fuckton of optional locations you really have no reason to visit otherwise)
I love both P2 and P3 but they are very different experiences
