Yes, we've been saying this for a while Anon, its not new. I think the only mod that's even remotely decent I've played before was the Ko Combine, that was fairly vanilla+ and not shit like the mayasuran hyper planet or VIC with its weird morph ships and shit. Luddic Enhancement felt mostly alright however, most of it didn't feel like mega bloat or special prototype cope shit.
