This has been declining for a long time. IMHO that's a direct result of the Russians having a skill shortage.
Their demographics are as bad or worse than, well yours, and they have the skilled labor shortage worse than the one going on in the US.
How much oil they have proven or have access to is a more complex concept than, "They have excess capacity."
Especially when it comes to the Russians whose workforce gives the term, "Fucking Around" a whole new meaning.
And let us not ignore the 4000 pound gorilla in the corner, that being that Norway benefits from Iranian and Russian fuckery in the Middle East just as much as the Russians do, so your comment, while valued, is viewed through the lens of you benefitting.
