You don't have to perpetuate a genocidal regime that spits on the rights of humans and mass enslaves it's own citizens to stop pirates or save people. Luffy has already proven that. Kuma proved that too.
Garp has seen the things the government does first hand and still choses to take part in the navy and train more marines who will inevitably be used as tools of genocide, just like Kuzan was.
There are many paths open to him. He could become a revolutionary, directly oppose the world government regime, while still helping people. He could become a bounty hunter and capture dangerous pirates who are threatening the peace. He could even do what Luffy is doing right now and liberate kingdoms with his own pirate crew
Instead he's standing around in his navy white and blue watching his grandson get executed for the crime of being born.
