When they did the tarot cards during fortune's hand, the tarot theme extended down into bronze rarity IIRC. I wouldn't be surprised if at least some of the minor arcana characters got referenced again if they repeat the tarot theme at some point. On another note, there are some lower rarity recurring characters. I don't know her lore, but for example Ernesta has appeared as a recurring arms dealer in a variety of different sets.
