In terms of 'why' Russia had a position is multi-faceted

Plus for the most part its sort of generational increments, they're not redoing something all over again to the extent that your 77IQ truck driver can't work the TEL for an S300 vs the same thing for an S400 and the rest is some training manuals for the package. No real training, here's the shit, you figure it out and no refunds.
That does work for the thirdies, no strings attached, probably no complicated sparing or software updates. Just the shit on the can does what they said it would do like the old soviet junk was supposed to do and they aren't really having any clauses like don't shoot civilians or your neighbours with it, no fucks given, cash down and turn the key.
However
Its no longer cheap and plentiful, its a bit expensive and really just not very good with fuck all training, support or providing a lot of actual value
Still has some value, but maybe not what they charge for it
