From a sensible standpoint if the FN wants to make it up to him they would go throughout the Water and Earth territories surrounding the temples and find any possible decedents of Air Benders than gather them up in one place so they could form a community, even if they weren't benders they would be more genetically predisposed to carry the gene and could continue Air Nomad culture
