I think it has to do with lack of structured thinking. Intelligent people reason about noise the same way they reason about other long-term concerns: "When will this noise stop? What will happen if this noise appears when I try to sleep? Is there a system to these noises? Will these noises only happen at certain hours? Is there a way to get rid of the noises? How often do they appear?" These are not questions a low-IQ person would be concerned with.
