Well I'd say it deviated from Daisuke's artsyle the most out of the three last GGs but it's by no means ugly. If it was, ASW would have never been asked to handle Fighterz' art direction the way they did
And I-no's lips look great. I'd agree with you if you mentioned Jam or Dizzy's lips however

The sprites in +R will usually go out of proportion in very unappealing ways during the keyframes. For example here with her 6P where her arm looks like would go down past her kneecaps or the jP where her skull shrinks down and her fist inflates to roughly the same size of each other
